Insurance choice Delaware? - small chance

At the core of the Lee-Copeland health care plan is a provision allowing anyone in Delaware who purchases health care to purchase a plan from any state in America, provided that the state where the plan is offered has approved that plan. This immediately and vastly increases the options available to Delawareans and instantly makes health care more affordable without spending tax money on a vast health-care bureaucracy.
This is important because state-level regulations such as community rating and mandated benefits jack up the cost of insurance, which makes it too expensive for people to buy. As Grace Marie Turner noted noted last week
A new study by University of Minnesota researchers Stephen Parente and Roger Feldman shows that Congress could boost by more than 12 million the number of people who have health insurance without spending taxpayer dollars. The change required is to allow people to buy health insurance across state lines, so they can shop for less expensive policies.
Colorado Representive Cory Gardner proposed something similar with HB 08-1327, but it got nowhere.
If Intrade’s prediction markets on the Delaware gubenatorial elections are accurate, Lee and Copeland have a small chance of winning.
